The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees made to flee from war or disaster.
The IRC has been working in Ethiopia since 2000, currently working in six regions in providing relief services to refugees, victims of drought, and war-affected populations. IRC Hawassa FO is one of the field offices working in SNNPR since 2005.
The Position mainly involves undertaking rapid Hygiene Promotion Assistant (HPA) need assessments and implementing emergency WASH response.

Position 1 – Hygiene Promotion Assistant

Job Title: Hygiene Promotion Assistant

Responsibilities:

Integrating with other team members, the Sanitation and HP assistant undertakes detail Hygiene and Sanitation need assessments.
Assist HPO in Preparation of detail physical & financial implementation plan for emerging emergency responses;
Assist in preparing of IEC Materials to be used at community level.
Ensure the accurate convey of hygiene and sanitation messages.
Prioritize community level hygiene awareness campaigns and prevention of Cholera.
Coordinate training for community representatives on Hygiene, sanitation, and Cholera control.
Plan and ensure the accurate distribution of Non Food Items.
Works closely with Zone, Woreda Water and Health Offices towards efficient and effective process of the response;
Works in collaboration with IRC Cash transfer teams to ensure accurate integration of the interventions.
Produces activity progress reports as per the preset reporting schedule and submit to the supervisor.
Prepare brief emergency related monthly updates to the supervisor.
Facilitate community participation during the emergency interventions.
In coordination with woreda DRMC and other relevant sector offices HP Assistant, Ensure the implementation of project activities.
Facilitate meeting for program staff with partners on identified gaps
Conduct continuous monitoring and evaluation of project activities with relevant government partners.
In collaboration with other HPO and Cash transfer team ensure high level of community participation in the project and regularly monitor terms of money with local labor market standard.
Identify, compile and maintain training materials for uses.
Provide information on technical problems and feedbacks to the technical team on time.
Report activity progress and situation on monthly bases to the HPO/Senior ERRO of the respective woreda.
Maintain strong working relationships with respective IRC staffs and partners like Community health workers, kebele leaders, schoolteachers by coordinating regular review meetings at kebele level at least once per month.
Perform another task assigned by his/her supervisor.

Qualifications: BSc Degree/Diploma in Environmental Health, public Health and Social science field
Experience: 0-year experience for BSc Degree holders and 2 years’ experience for Diploma holders.
NGO experience is plus.
Hygiene promotion experience in local community settings.
Basic computer skill (Microsoft Office (Word, Excel, Power Point and e-mail).
Ability to work as part of a team as well as to work autonomously when required.
Good command spoken and written English.
Knowledge of the local language is advantageous.

Position 2 – Environmental Health Assistant

Job Description
Under the direct supervision of the EH Officer the EH Assistant will involve in site level planning, construction/rehabilitation and supervision of water supply and sanitation facilities. The position also requires proper management of skilled and unskilled labor, construction materials, equipment and other resources under the program and reporting periodically to supervisors.

Responsibilities
Assist the EH officer in drawing up detailed activity implementation plan, preparation of BOQ and raise Purchase Requests  for construction/rehabilitation of water supply and sanitation facilities;
Assist the EH officer and work closely with the local community and local administration in sitting water supply and sanitation facilities and community mobilization;
Inspect and ensure the required quantity and quality of construction materials are delivered to construction sites;
Mobilize, organize and manage labor, material and equipment at site level for the construction/rehabilitation of water supply and sanitation facilities;
Supervise and provide the required artisan/technician skill at site level in rehabilitation and/or new construction of water supply facilities (including spring development and construction, hand dug wells construction/rehabilitation, hand pump or rope pumps installation/repair, plumbing and construction of roof top rain water harvesting systems, expansion or connecting health facilities with the existing water supply system);
Supervise and provide the required artisan/technician skill in construction of sanitation facilities (including emergency communal latrines, household latrines, slab production, and institutional latrines);
Keep daily records of construction progresses, material and labor utilization and prepare and submit monthly progress report to his/her supervisor;
Supervise and collect the required information during monitoring the project progress and the project output in the community.
Prepare completion reports and as built drawings of completed water supply and sanitation facilities and report it to his/her supervisor;
Prepare scheme detail profile or data and keep recording the necessary information such as GPS, discharge, distance from woreda town, well history, beneficiaries, other NGO working in the area, partners involvement, community participation in cash and kind)
Assist Capacity building assistants in scheme handover and community sensitization when ever required
Perform other tasks as assigned by his supervisor/s

Qualifications
Degree/Diploma in Water Supply Technician, Construction, Water Engineering or related field from universities or Technical and Vocational Training Centers and/or above;
2 years of relevant work experience for diploma holders
0 year for first degree.
Minimum of six month IRC Internship service.
NGO experience is a plus.
Demonstrated experience in managing labor and material at construction site;
Demonstrated experience in mobilizing community to contribute labor and locally available construction material during construction
